Anonymous Network Workshop 2025/08¶

In an environment where digital surveillance and internet censorship are increasingly pervasive, journalists, civil society groups, and human rights advocates are facing unprecedented information risks: communications may be intercepted, identities tracked, and the safety of interviewees threatened. In such times, we need to reclaim control over our communications, rather than just relying on platforms.
When press freedom encounters surveillance and censorship, when advocacy actions are monitored and voices suppressed—how can we continue to safely express ourselves and protect human rights and freedoms?

This workshop will be supported and guided by the local open-source community "Anonymous Network Community anoni.net," introducing open-source anonymous network tools such as Tor, Tails, and OONI. It will assist participants in setting up secondary secure devices, establishing anonymous connections, and conducting network censorship detection, thereby enhancing the digital resilience of their movements and advocacy efforts. Let's work together to implement the infrastructure for information freedom, using technology to safeguard truth and resist oppression.

- How to use the Tor network for anonymous browsing
- Establish a secure, untraceable secondary work environment (using Tails and USB devices)
- Basic threat modeling assessment: Know your adversaries, risks, and corresponding actions

Practical Skills and Tool Mastery
- Use Tails to create a portable anonymous operating system for secure work on public or untrusted devices
- Learn how the OONI Probe measures internet censorship and service blocking, and how to report to the global open-source database
- Use TorBrowser and OnionShare for secure document sharing and collaboration

- Creating a Local Open-Source Anonymous Toolkit in Taiwan: Discuss how to integrate these tools into an "anonymous toolkit" that local NGOs, news media, and independent journalists can easily use, promoting the tools' accessibility and usability.
- Strategies and Challenges of Decentralized Promotion: Consider how a decentralized, open-source collaborative promotion plan can be implemented in Taiwan, balancing the allocation of educational, technical, and community collaborative energies.
- Building Connections with Anonymous Network Communities in the Indo-Pacific Region: Learn about the potential and current state of regional cooperation, and understand how to establish mechanisms for exchange and collaboration on anonymous networks with other advocates in the Indo-Pacific region.

Workshop Lecture¶
In the only lecture session of this workshop, we will revisit the content of Roger’s presentation at RightsCon 2025 in Taipei. This will provide you with insights into the current status of Tor worldwide, how the general public misunderstands the Tor onion routing network (commonly referred to as the dark web), and how to protect personal privacy while promoting internet freedom-related policies.

We also invite everyone to discuss their vision for the future of the "Anonymous Network Community."
